  5. \u6211\u56fd\u534e\u6587\u6559\u80b2\u8fd0\u52a8\u548c\u534e\u6587\u72ec\u4e2d\uff0c\u5411\u6765\u90fd\u63d0\u5021\u4fc3\u8fdb\u56fd\u6c11\u7684\u56e2\u7ed3\u3001\u548c\u8c10\u4e0e\u76f8\u4e92\u5c0a\u91cd\u3002\u534e\u6587\u72ec\u4e2d\u662f\u56fd\u5bb6\u6559\u80b2\u4f53\u5236\u5185\u7684\u5176\u4e2d\u4e00\u79cd\u5b66\u6821\uff0c\u957f\u671f\u4ee5\u6765\u4e3a\u56fd\u5bb6\u57f9\u517b\u4eba\u624d\u3002\u56e0\u6b64\uff0c\u6709\u5173\u65b9\u9762\u5b9e\u4e0d\u5e94\u7ee7\u7eed\u6392\u65a5\u6216\u8fb9\u7f18\u5316\u534e\u6587\u72ec\u4e2d\u3002\u4e8b\u5b9e\u4e0a\uff0c\u6211\u56fd\u662f\u4e00\u4e2a\u62e5\u6709\u591a\u5143\u6c11\u65cf\u3001\u591a\u5143\u6587\u5316\u3001\u591a\u79cd\u8bed\u6587\u3001\u591a\u79cd\u6e90\u6d41\u5b66\u6821\u548c\u591a\u79cd\u5b97\u6559\u4fe1\u4ef0\u7684\u56fd\u5bb6\uff0c\u8fd9\u4e9b\u591a\u5143\u793e\u4f1a\u7279\u8d28\u662f\u56fd\u5bb6\u7684\u8d44\u4ea7\u548c\u4f18\u52bf\u3002\u6211\u56fd\u7684\u7e41\u8363\u5bcc\u5f3a\u3001\u56e2\u7ed3\u548c\u8c10\u4e0e\u6587\u660e\u8fdb\u6b65\uff0c\u662f\u9700\u8981\u5168\u6c11\u7684\u8d21\u732e\uff0c\u8ba9\u6765\u81ea\u5404\u79cd\u8bed\u6587\u3001\u6587\u5316\u3001\u5b97\u6559\u548c\u6559\u80b2\u80cc\u666f\u7684\u5168\u4f53\u5404\u65cf\u4eba\u6c11\u53c2\u4e0e\u5efa\u8bbe\uff0c\u53d1\u6325\u6240\u957f\uff0c\u4e3a\u56fd\u5bb6\u611f\u5230\u81ea\u8c6a\uff0c\u6d3b\u5f97\u6709\u5c0a\u4e25\u548c\u5f52\u5c5e\u611f\u3002<\/li>\n<\/ol>\n\n\n\n

    Kenyataan Bersama Dong Zong Dan Jiao Zong<\/strong>
    13-7-2018<\/strong>

    Dakwaan sesetengah pihak bahawa pengiktirafan Sijil Peperiksaan Bersepadu (UEC) sebagai syarat kemasukan ke institusi pengajian tinggi awam (IPTA) akan menjejaskan perpaduan dan kedudukan bahasa kebangsaan adalah tidak benar. Dakwaan ini harus diperbetulkan supaya tidak memberi tafsiran yang salah kepada orang ramai, maka  Persekutuan Persatuan-Persatuan Lembaga Pengurus Sekolah Cina Malaysia\uff08Dong Zong\uff09dan Gabungan Persatuan Guru-Guru Sekolah Cina Malaysia (Jiao Zong) mengeluarkan kenyataan bersama ini untuk menjelaskan isu pengiktirafan UEC.<\/strong>

    1.    Pilihan Raya Umum Ke-14 berkesudahan dengan rakyat memilih Pakatan Harapan untuk menggantikan Barisan Nasional sebagai Kerajaan Persekutuan yang baru. Maka, Kerajaan Pakatan Harapan seharusnya menunjukkan kesungguhan dan keazaman untuk mewujudkan situasi politik yang baru untuk negara kita  dengan menolak  pemikiran politik sempit yang diamalkan oleh kerajaan Barisan Nasional selama ini. Maka,  pelbagai masalah pendidikan yang  telah membelenggui rakyat kita sekian lama ini, harus ditinjau dan dikaji semula dengan pemikiran dan persepsi yang baru. Lantaran itu, kami berpendapat bahawa kerajaan Pakatan Harapan seharusnya melihat isu pengiktirafan UEC dari segi pendidikan dan berasaskan pencapaian akademik, supaya isu  ini diselesaikan secara pragmatik, profesional dan rasional.

    2.    Berkenaan dengan  dakwaan sesetengah pihak bahawa sukatan pelajaran UEC diambil dari Taiwan, ingin kami menyatakan secara jelas bahawa dakwaan ini adalah tidak benar. Pada halnya, sukatan pelajaran UEC mematuhi dan selaras dengan sukatan pelajaran kebangsaan,  setiap mata pelajaran UEC ditulis mengikut standard kurikulum dan garis panduan yang ditetapkan oleh Kementerian Pendidikan Malaysia dan juga merujuk kepada standard pendidikan peringkat  menengah antarabangsa. Sebagai contoh, mata pelajaran Sejarah  UEC mengandungi 57.36 % sejarah Malaysia dan 42.64 % sejarah dunia, ini bermakna lebih daripada separuh isi kandungan mata pelajaran Sejarah yang dipelajari oleh  pelajar-pelajar UEC ialah sejarah Malaysia.

    3.    Kami sememangnya menghormati kedudukan Bahasa Melayu sebagai bahasa kebangsaan dan bahasa rasmi selama ini. Pada halnya, Bahasa Melayu bukan sahaja merupakan mata pelajaran wajib bagi semua pelajar UEC, bahkan semua Sekolah Menengah Persendirian Cina (SMPC) turut menubuhkan  Kelab Bahasa Melayu untuk menggalakkan pembelajaran dan penguasaan Bahasa Melayu di kalangan pelajar. Di samping itu, kami juga bekerjasama dengan Dewan Bahasa dan Pustaka untuk menganjurkan  Pertandingan Forum Pelajar yang khas untuk penyertaan pelajar-pelajar UEC sejak tahun 90-an dengan tujuan memupuk rasa cinta akan bahasa Melayu. Selain itu, pelajar-pelajar UEC juga mengambil bahagian dalam Pertandingan Koir dan Pertandingan Esei anjuran Dewan Bahasa dan Pustaka. Kesemua ini merupakan usaha kami yang tidak berhenti-henti untuk memperkasakan  pembelajaran Bahasa Melayu di SMPC. Lebih penting lagi, kami menerima keputusan Kerajaan Pakatan Harapan bahawa pengiktirafan  sijil UEC sebagai syarat am kelayakan untuk memasuki institusi-institusi pengajian tinggi awam (IPTA) harus dengan syarat wajib memiliki kepujian dalam mata pelajaran Bahasa Melayu di peringkat SPM. Maka, adalah jelas bahawa pengiktirafan UEC sememangnya tidak menjejaskan status Bahasa Melayu sebagai bahasa kebangsaan dan bahasa rasmi.     

    4.    Kami berpendapat bahawa pengiktirafan UEC merupakan isu pendidikan, maka  perkara ini haruslah ditinjau dari sudut pendidikan dan akademik, tetapi  bukan mempolitikkan isu ini.
          
    5.    Selama ini, pendidikan bahasa Cina dan Sekolah Menengah Persendirian Cina menitikberatkan semangat perpaduan rakyat, serta mengukuhkan keharmonian dan persefahaman kaum. Sekolah Menengah Persendirian Cina merupakan salah satu aliran sekolah di bawah sistem pendidikan negara dan melahirkan modal insan yang menyumbang kepada pembinaan negara. Maka, kerajaan tidak harus mengetepikan pembangunan Sekolah Menengah Persendirian Cina. Malaysia merupakan sebuah negara majmuk yang berbilang kaum dengan pelbagai aliran pendidikan, bahasa, agama dan budaya, ciri-ciri ini merupakan aset penting dan kelebihan negara kita. Kemakmuran, perpaduan, keharmonian dan kemajuan negara memerlukan sumbangan daripada semua lapisan masyarakat, supaya semua rakyat tanpa mengira kaum, budaya, bahasa dan agama bersama-sama menyertai pembinaan negara dan berasa bangga terhadap Malaysia.

    Joint Statement by Dong Zong and Jiao Zong<\/strong>
    July 13, 2018<\/strong>

    Dong Zong and Jiao Zong reiterate that Recognition of Unified Examination Certificate will not affect the status of Bahasa Malaysia<\/strong>
    We urge the Government to handle this issue in a pragmatic, professional and rational manner<\/strong>

    Dong Zong and Jiao Zong are issuing this statement in response to comments by certain political parties and organisations that recognising the Unified Examination Certificate (UEC) will erode the status of Bahasa Malaysia as the national language as well as the official language of Malaysia and compromise national unity.<\/strong>

    1. It is the opinion of Dong Zong and Jiao Zong that the new Government should demonstrate its determination to shed the old political dogma of Barisan Nasional and develop a new state of affairs, in light of the change of government since the formation of Malaysia. It should employ new way of thinking and new point of view when reviewing and reevaluating some of the longstanding, prickly educational issues that have bothered Malaysians. The Pakatan Harapan government should return to the essentials of education and academics, and handle the issues in a pragmatic, professional and rational manner.

    2. Dong Zong and Jiao Zong wish to refute the claims that the UEC syllabus was imported from Taiwan and thus not in accordance with the context of Malaysia. Such accusation is misleading and inaccurate. The UEC syllabus was drafted based on the national education curriculum standards of the Ministry of Education, Malaysia. All subjects were developed with reference to the curriculum standards issued by the Ministry of Education and international general principles of the secondary education. As an example, for the History subject, the content of national history is 57.36% while the world history is 42.64%. Hence, the national history constitutes more than half of the History syllabus.


    3. Dong Zong and Jiao Zong wish to reiterate that they have always accorded respect to Bahasa Malaysia as the national and official language. Bahasa Malaysia is a compulsory subject in all Chinese independent secondary schools, which pride themselves on producing trilingual talents. All schools also have Bahasa Malaysia Society to encourage students to have a stronger command of the Malay language. For decades, Dong Zong has been organising Bahasa Malaysia forums and competitions with Dewan Bahasa and Pustaka for students of Chinese independent secondary schools nationwide. Some of the students even participated and won, in the choir and writing competitions held by Dewan Bahasa and Pustaka. More importantly, Dong Zong and Jiao Zong are agreeable to the criterion of a credit in the Bahasa Malaysia paper in SPM as a requirement for the Government to recognise UEC and to allow Chinese independent secondary school leavers to enroll into local universities. All these show that the status of Bahasa Malaysia as the national and official language will not be jeopardised at all should UEC be recognised by the Government.

    4. Dong Zong and Jiao Zong wish to stress that recognising UEC is an educational issue and therefore, should be handled from an academic point of view. Dong Zong and Jiao Zong urge all parties not to politicise the issue and manipulate people\u2019s emotions intentionally.

    5. The Chinese education and Chinese independent schools in Malaysia have always been promoting national unity, harmony and mutual respect. As a part of the national education system, the Chinese independent secondary schools have been nurturing talents for the country for so long. Therefore, the relevant parties should stop sidelining or discriminating against Chinese independent secondary schools. In reality, Malaysia is a multi-ethnic, multi-cultural and multi-religious country with a multi-stream school system. These unique features are Malaysia\u2019s wealth and strength. The contribution of all citizens is needed to achieve prosperity, unity, harmony and progress. All Malaysians \u2013 regardless of their mother tongue and their cultural, religious and educational background \u2013 should be allowed to participate in the country\u2019s development and contribute to the country. All should be able to live with dignity and a sense of belonging.
