class=\"wp-block-paragraph\">\u6559\u80b2\u90e8\u4e3a\u672c\u6b21\u83b7\u5f97\u6700\u591a\u62e8\u6b3e\u7684\u90e8\u95e8\uff08552\u4ebf\u4ee4\u5409\uff09\uff0c\u76f8\u8f83\u4e8e\u56fd\u76df\u653f\u5e9c\u53bb\u5e7410\u6708\u5ba3\u5e03\u7684\u51cf\u5c11\u4e864\u4ebf\uff08556\u4ebf\u4ee4\u5409\uff09\uff0c\u4f46\u4ecd\u6bd42022\u5e74\u589e\u52a0\u4e8626\u4ebf\uff08526\u4ebf\u4ee4\u5409\uff09\u3002\u503c\u5f97\u6ce8\u610f\u7684\u662f\uff0c\u4eca\u5e74\u5404\u6e90\u6d41\u5b66\u6821\u7684\u7ef4\u4fee\u4e0e\u63d0\u5347\u62e8\u6b3e\u6bd4\u524d\u671d\u516c\u5e03\u768411\u4ebf\u51cf\u5c11\u81f39\u4ebf\u4ee4\u5409\u540e\uff0c\u5404\u6e90\u6d41\u5b66\u6821\u662f\u5426\u516c\u5e73\u4eab\u6709\u6c34\u7535\u8d39\u548c\u6392\u6c61\u8d39\u7b49\u884c\u653f\u5f00\u9500\u62e8\u6b3e\u5c1a\u672a\u53ef\u77e5\u3002\u4e3a\u6b64\uff0c\u6211\u4eec\u8981\u6c42\u653f\u5e9c\u53c2\u71672019\u5e74\u548c2020\u5e74\u8d22\u6848\uff0c\u8be6\u5217\u56fd\u5c0f\u3001\u534e\u5c0f\u3001\u6de1\u5c0f\u3001\u56fd\u6c11\u578b\u4e2d\u5b66\u3001\u6559\u4f1a\u5b66\u6821\u3001\u5168\u5bc4\u5bbf\u5b66\u6821\u3001\u739b\u62c9\u521d\u7ea7\u7406\u79d1\u5b66\u9662\u3001\u6c11\u529e\u5b97\u6559\u5b66\u6821\u3001\u72ec\u4e2d\u548c\u6c11\u529e\u5927\u5b66\u5b66\u9662\uff08\u65b0\u7eaa\u5143\u3001\u5357\u65b9\u548c\u97e9\u6c5f\u4f20\u5a92\uff09\u7b49\u62e8\u6b3e\u7ec6\u8282\u3002<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u8d22\u6848\u516c\u5e03\u5174\u5efa\u76847\u6240\u65b0\u5b66\u6821\u4e2d\uff0c\u5e76\u6ca1\u6709\u5305\u62ec\u534e\u5c0f\u548c\u6de1\u5c0f\uff0c\u65e0\u7591\u4ee4\u4eba\u5931\u671b\u3002\u4e8b\u5b9e\u4e0a\uff0c\u534e\u5c0f\u548c\u6de1\u5c0f\u4e5f\u662f\u56fd\u5bb6\u6559\u80b2\u4f53\u7cfb\u91cd\u8981\u4e00\u73af\uff0c\u65e0\u8bba\u62e8\u6b3e\u62e8\u5730\u3001\u589e\u5efa\u6216\u8fc1\u5efa\uff0c\u653f\u5e9c\u6709\u8d23\u4efb\u6309\u4eba\u53e3\u4e0e\u6559\u80b2\u9700\u6c42\u5236\u5ea6\u5316\u5904\u7406\uff0c\u65b0\u8d22\u6848\u5e94\u5f53\u7eb3\u5165\u5176\u4e2d\uff0c\u627f\u62c5\u5efa\u6821\u6240\u9700\u7ecf\u8d39\u548c\u6821\u5730\uff0c\u786e\u4fdd\u65e9\u65e5\u5efa\u7ae3\u4f7f\u7528\u3002<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u9996\u76f8\u5b89\u534e\u7684\u8054\u5408\u653f\u5e9c\u4e0d\u5e94\u5ef6\u7eed\u56fd\u9635\u548c\u56fd\u76df\u653f\u5e9c\u7684\u4f5c\u98ce\uff0c\u9762\u5bf9\u5404\u6e90\u6d41\u5b66\u6821\u548c\u6c11\u529e\u6559\u80b2\u673a\u6784\u7684\u62e8\u6b3e\u5e94\u79c9\u6301\u516c\u5e73\u6001\u5ea6\uff0c\u5728\u63a5\u4e0b\u6765\u7684\u8d22\u6848\u8fa9\u8bba\u9636\u6bb5\u516c\u5f00\u8bf4\u660e\uff0c\u5982\u4f55\u900f\u660e\u5316\u5904\u7406\u62e8\u6b3e\uff0c\u5217\u51fa\u5404\u6e90\u6d41\u5b66\u6821\u7684\u7ef4\u4fee\u4e0e\u63d0\u5347\u62e8\u6b3e\u3001\u5efa\u6821\u8ba1\u5212\u7b49\u5177\u4f53\u7ec6\u8282\u3002<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Kenyataan Dong Zong dan Jiao Zong<br>25 Februari 2023<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Menyeru Kerajaan Memperincikan Peruntukan Setiap Aliran Sekolah<br>Menyokong Pembangunan SMPC dan IPT Kelolaan Masyarakat<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kementerian Pendidikan Malaysia (KPM) mendapat peruntukan tertinggi dalam Belanjawan 2023 yang dibentangkan oleh YAB Perdana Menteri dan Menteri Kewangan Datuk Seri Anwar Ibrahim. Keprihatinan kerajaan terhadap pembangunan pendidikan wajar disokong. Namum, belanjawan tersebut tidak memperincikan peruntukan kepada setiap aliran sekolah dan tidak menyebut sama ada Sekolah Menengah Jenis Kebangsaan (SMJK), sekolah mubaligh, Sekolah Menengah Persendirian Cina (SMPC) dan tiga buah kolej universiti bukan untung kelolaan masyarakat akan mendapat peruntukan. Kami berasa kecewa dengan keadaan sebegitu.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dalam Belanjawan 2023, KPM merupakan kementerian yang mendapat peruntukan tertinggi berjumlah RM55.2 bilion, iaitu pengurangan sebanyak RM400 juta, berbanding dengan RM55.6 bilion yang diperuntukkan oleh kerajaan Perikatan Nasional pada Oktober tahun lalu. Namun, ia merupakan satu peningkatan sebanyak RM 2.6 billion, berbanding dengan RM52.6 bilion dalam Belanjawan 2022. Seperkara yang perlu diberi perhatian ialah peruntukan penyelenggaraan dan pembaikan pelbagai jenis sekolah kali ini telah berkurang kepada RM900 juta berbanding dengan RM1.1 bilion yang diumumkan oleh kerajaan terdahulu. Selain itu, masih tidak diketahui sama ada semua jenis sekolah akan mendapat peruntukan adil dalam belanja mengurus seperti air, elektrik dan caj pembentungan. Oleh itu, kami meminta kerajaan merujuk kepada Belanjawan 2019 dan 2020 dengan memperincikan peruntukan kepada Sekolah Kebangsaan (SK), Sekolah Jenis Kebangsaan Cina (SJKC), Sekolah Jenis Kebangsaan Tamil (SJKT), Sekolah Menengah Jenis Kebangsaan (SMJK), Sekolah Mubaligh, Sekolah Berasrama Penuh, Maktab Rendah Sains MARA, sekolah-sekolah agama kelolaan masyarakat (sekolah agama rakyat\/tahfiz\/pondok), Sekolah Menengah Persendirian Cina (SMPC) dan Kolej-kolej Universiti bukan untung kelolaan masyarakat (Kolej Universiti New Era, Kolej Universiti Selatan dan Kolej Universiti Komunikasi Han Chiang).<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Belanjawan 2023 mengumumkan pembinaan 7 buah sekolah baharu tetapi tidak melibatkan pembinaan SJKC dan SJKT. Ini amat mengecewakan. Pada hakikatnya, SJKC dan SJKT merupakan sebahagian daripada sistem pendidikan negara kita. Kerajaan bertanggungjawab untuk menyediakan tanah dan peruntukan kewangan untuk pembinaan SJKC dan SJKT yang baharu atau pemindahan sekolah-sekolah tersebut. Pembinaan sekolah hendaklah dijalankan secara sistematik mengikut demografi penduduk dan keperluan pendidikan dengan memasukkan peruntukan pembinaan sekolah dan penyediaan tanah ke dalam belanjawan agar sekolah-sekolah dapat siap dibina dan beroperasi dengan secepat mungkin.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kerajaan Perpaduan yang diterajui oleh YAB Datuk Seri Anwar Ibrahim seharusnya bersikap adil dalam pengagihan peruntukan kepada semua aliran sekolah dan institusi pendidikan kelolaan masyarakat, dan tidak harus meneruskan amalan kerajaan Barisan Nasional mahupun Perikatan Nasional. Pada peringkat perbahasan belanjawan, kerajaan harus mengumumkan secara terbuka bagaimana peruntukan akan dikendalikan secara telus dan memperincikan pengagihan peruntukan untuk penyelenggaraan dan pembaikan pelbagai jenis sekolah dan institusi pendidikan, projek-projek pembinaaan sekolah dan sebagainya.<br><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Joint Statement Released by Dong Zong and Jiao Zong<br>February 25, 2023<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Detailed Appropriation Listing for All Streams of Schools Expected\u2014<br>Development Support for&nbsp;MICSSs and Privately-run University Colleges<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Budget 2023 submitted by the Prime Minister cum Finance Minister Anwar Ibrahim, appropriation is front-listed, showing that the government takes education as priority. Yet in Budget 2023, to our greatest regret, no detailed listing of appropriation for all streams of schools is noted, let alone the mention of national-type high schools, Catholic schools, MICSSs (Malaysian Independent Chinese Secondary Schools) and the three private-run university colleges.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this Budget, the Ministry of Education received the most appropriation (RM55.2 billion) though there is a decrease of RM400 million (RM55.6 billion) compared to the announcement made last October. Still, there is an increase of RM2.6 billion (RM52.6 billion). What needs to be noted here being, the maintenance and promotion fund for all streams of schools in this Budget decreases to RM900 million compared to the previous 1.1 billion proposed by the former government. However, whether electric and water as well as sewage appropriation will be released is yet to be clarified. In this respect, we anticipate the government to refer to Budget 2019 and 2020 in which the appropriation for national primary, vernacular Chinese and Tamil primary, national-type high schools, Catholic schools, full boarding schools, Mara junior science colleges, private religion schools, MICSSs and privately-run university colleges (New Era, Southern and Han Chiang University College of Communication) were listed in detail.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Disappointingly in Budget 2023, neither Chinese nor Tamil primary schools are among the seven new schools to be constructed. We reckon, vernacular Chinese and Tamil primary school are part of the national education system. Thus, be it appropriation, land grant, additional school construction or relocation, the government of the day is obliged to attend to it systematically responsive to demographic and educational needs. Therefore, in Budget 2023, the above-mentioned need to be incorporated so that fund and land needed for school construction will be addressed to ensure earlier completion and use.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We opine, the Unity Government led by the Prime Minister Anwar Ibrahim should not follow the old way of Barisan Nasional and National Alliance Party. In the face of appropriation towards all streams of schools and privately-run non-profited educational institutions, equal treatment is expected.
