class=\"wp-block-paragraph\">\u653f\u5e9c\u57282023\u5e74\u8d22\u653f\u9884\u7b97\u6848\u62e8\u6b3e9\u4ebf\u4ee4\u5409\uff0c\u4f5c\u4e3a\u5305\u62ec\u56fd\u5c0f\u3001\u534e\u5c0f\u548c\u6de1\u5c0f\u7b49\u5b66\u6821\u7684\u7ef4\u4fee\u7528\u9014\u3002\u4eca\u5e746\u6708\uff0c\u9996\u76f8\u517c\u8d22\u957f\u5b89\u534e\u516c\u5e0314\u4ebf\u4ee4\u5409\u7684\u5b66\u6821\u5395\u6240\u7ef4\u4fee\u62e8\u6b3e\u3002\u6559\u80b2\u90e8\u957f\u4e8e7\u6708\u5ba3\u5e03\u5411\u5168\u56fd\u5b66\u6821\u53d1\u653e\u6bcf\u68217\u4e07\u4ee4\u5409\u62e8\u6b3e\uff0c\u4ee5\u7ef4\u4fee\u548c\u63d0\u5347\u5395\u6240\u8bbe\u5907\uff0c\u800c\u8be5\u90e89\u6708\u6587\u544a\u6307\u8be5\u62e8\u6b3e\u53ea\u7ed9\u4e88\u653f\u5e9c\u5b66\u6821\uff0c\u518d\u6b21\u66b4\u9732\u51fa\u653f\u5e9c\u5ffd\u89c6\u653f\u5e9c\u8d44\u52a9\u5b66\u6821\u7684\u9700\u6c42\u3002\u8fd9\u7b14\u5395\u6240\u7ef4\u4fee\u548c\u63d0\u5347\u62e8\u6b3e\u662f\u5426\u6765\u81ea2023\u5e74\u8d22\u6848\u7684552\u4ebf\u4ee4\u5409\u6559\u80b2\u90e8\u62e8\u6b3e\uff0c\u6216\u662f\u989d\u5916\u62e8\u6b3e\uff1f\u5168\u56fd\u5404\u6821\u5395\u6240\u8bbe\u5907\u73b0\u51b5\u4e0d\u4e00\uff0c\u653f\u5e9c\u662f\u5426\u5f3a\u5236\u5b66\u6821\u4f7f\u7528\u8fd9\u7b14\u62e8\u6b3e\uff1f\u8fd9\u90fd\u4e9f\u5f85\u6559\u80b2\u90e8 class=\"wp-block-paragraph\">\u6211\u4eec\u8ba4\u4e3a\uff0c\u653f\u5e9c\u4e5f\u5e94\u901a\u8fc7\u56fe\u8868\u5f62\u5f0f\uff0c\u660e\u786e\u5217\u51fa\u5404\u9879\u6559\u80b2\u62e8\u6b3e\uff0c\u4ee5\u8ba9\u4eba\u6c11\u4e00\u76ee\u4e86\u7136\uff0c\u907f\u514d\u6df7\u6dc6\u3002<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u57282024\u5e74\u8d22\u653f\u9884\u7b97\u6848\u516c\u5e03\u4e4b\u524d\uff0c\u6211\u4eec\u671f\u5f85\u653f\u5e9c\u53ca\u65f6\u56de\u5e94\u4e0a\u8ff0\u7591\u95ee\uff0c\u4e5f\u671f\u5f85\u653f\u5e9c\u6301\u7eed\u503e\u542c\u5404\u65b9\u610f\u89c1\uff0c\u5236\u5b9a\u7b26\u5408\u65f6\u4ee3\u9700\u6c42\u7684\u6559\u80b2\u653f\u7b56\uff0c\u63d0\u5347\u6211\u56fd\u6559\u80b2\u6c34\u5e73\u548c\u56fd\u9645\u7ade\u4e89\u529b\u3002<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Kenyataan Dong Zong dan Jiao Zong<br>26 September 2023<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Belanjawan Baharu Harus Senaraikan Butiran Peruntukan<br>Menambah Baik Mekanisme dan Ketelusan Peruntukan<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Belanjawan Persekutuan 2024 akan diumumkan pada 13 Oktober tahun ini. Persekutuan Persatuan-Persatuan Lembaga Pengurus Sekolah Cina Malaysia (Dong Zong) dan Gabungan Persatuan Guru-Guru Sekolah Cina Malaysia (Jiao Zong) menyeru kerajaan persekutuan mengadakan perancangan jangka panjang dalam aspek peruntukan pendidikan, memastikan semua jenis sekolah menikmati layanan kewangan yang adil dan munasabah, menyenaraikan butiran pengagihan peruntukan bagi setiap jenis sekolah, mengendalikan urusan peruntukan pendidikan secara \u201cinstitutionalized\u201d dan telus, dan mempamerkan tadbir urus yang baik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pertama sekali, belanjawan haruslah melayan sekolah kerajaan dan sekolah bantuan kerajaan secara sama rata dan memperuntukkan dana secara adil dan munasabah. Ini termasuklah mengadakan tiga jenis peruntukan, iaitu peruntukan penaiktarafan dan penyelenggaraan sekolah, peruntukan pembinaan bangunan tambahan dan bangunan gantian sekolah, serta peruntukan pembinaan sekolah baharu dan sekolah yang berpindah. Peruntukan-peruntukan tersebut harus terbuka kepada permohonan projek dan peruntukan daripada semua sekolah kerajaan dan sekolah bantuan kerajaan berdasarkan keperluan sebenar mereka. Sehubungan itu, kami menyeru kerajaan menubuhkan satu jawatankuasa yang terdiri daripada kementerian pendidikan dan pertubuhan-pertubuhan masyarakat untuk membincangkan dan menambah baik mekanisme peruntukan dana sekolah dan menjalankan kerja-kerja pemantauan yang berkaitan. Mekanisme tersebut harus meliputi aspek permohonan, penyaluran, penggunaan, pelaporan dan pengauditan projek dan peruntukan sekolah, serta dokumen pengurusan seperti pekeliling, garis panduan dan prosedur yang perlu dikeluarkan kepada sekolah.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kami juga meminta kerajaan menyenaraikan dengan jelas butiran peruntukan setiap jenis sekolah untuk pemantauan oleh semua lapisan masyarakat. Pada masa lalu, berlakunya keadaan di mana jumlah sebenar dana yang diterima oleh Sekolah Jenis Kebangsaan Cina tidak sepadan dengan jumlah peruntukannya di dalam belanjawan. Kami berpendapat, pengumuman butiran peruntukan sekolah oleh kerajaan akan membantu memastikan peruntukan dapat diterima oleh sekolah secara berkesan. Sekiranya peruntukan tidak dapat disalurkan mengikut jadual, maka sebab-sebab dan langkah-langkah pemulihan haruslah diterangkan dengan jelas. Kerajaan harus menubuhkan Ombudsman Pendidikan yang bebas untuk memperkasakan pemantauan terhadap operasi kementerian pendidikan dan melaksanakan tadbir urus yang baik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Belanjawan 2023 memperuntukkan RM900 juta untuk penyelenggaraan sekolah termasuk Sekolah Kebangsaan, Sekolah Jenis Kebangsaan Cina dan Sekolah Jenis Kebangsaan Tamil. Pada Jun 2023, perdana menteri dan menteri kewangan YAB Datuk Seri Anwar Ibrahim mengumumkan peruntukan sebanyak RM1.4 bilion untuk membaik pulih kemudahan tandas sekolah. Pada Julai pula, menteri pendidikan mengumumkan penyaluran RM70 ribu setiap sekolah untuk semua sekolah di seluruh negara, tetapi kenyataan media kementerian pendidikan pada Ogos pula menyatakan peruntukan tersebut hanya untuk sekolah kerajaan sahaja. Ini sekali lagi menunjukkan kerajaan mengabaikan keperluan sekolah bantuan kerajaan. Adakah peruntukan membaik pulih tandas sekolah datang daripada peruntukan RM55.2 bilion yang diagihkan kepada kementerian pendidikan dalam Belanjawan 2023, ataupun merupakan satu peruntukan tambahan? Memandangkan keadaan kemudahan tandas di setiap sekolah adalah berbeza, adakah kerajaan menetapkan pihak sekolah wajib menggunakan peruntukan tersebut? Semua ini memerlukan penjelasan daripada kementerian pendidikan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kami berpendapat, kerajaan harus juga menggunakan carta dan jadual untuk menyenaraikan setiap jenis peruntukan pendidikan secara jelas agar rakyat dapat mudah memahaminya dan tidak terkeliru.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kami berharap kerajaan dapat segera memberi maklum balas terhadap persoalan-persoalan tersebut sebelum mengumunkan Belanjawan 2024. Kami juga berharap kerajaan terus mendengar pandangan pelbagai pihak agar dapat mengadakan dasar pendidikan yang menepati keperluan zaman untuk meningkatkan tahap pendidikan dan daya saing negara kita.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Joint Statement Released by Dong Zong and Jiao Zong<br>September 26, 2023<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Detailed Listings of Budget 2024 Expected\u2014Enhancement of Appropriation Mechanism and Transparency<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Budget 2024 will be published on this 13th of October. The federal government is urged to forward a long-term education appropriation planning in bid to ensure fair treatment towards all streams of schools. Dong Jiao Zong believes, detailed categorisation of appropriation in national Budget, including the systematisation and transparency of appropriation exhibits good governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First and foremost, Budget 2024 needs to be fair and reasonable in appropriation thus providing just treatment to all educational institutions and the establishment of three special appropriations, namely, school promotion and maintenance appropriation, school expansion and reconstruction appropriation as well as additional school construction and relocation appropriation. These appropriations need to be open for all national and government-aided schools nationwide to apply consistent with their individual needs. To this end, the government is urged to set up a committee formed by MOE members and private sectors to moot for a comprehensive school appropriation mechanism, let alone supervising its execution. It is proposed, the following items to be included in the mechanism: projects and appropriation application, release of appropriation, use of appropriation, submission of appropriation, inspection and audit of appropriation, not to mention the issuance of relevant general order, guidelines and procedure management documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, we also ask the government to itemise the appropriations in detail for public supervision to avoid incident like inconsistence between written release and genuine release in vernacular Chinese primary schools previously. We are convinced, detailed categorisation of appropriation can ensure the full sum to reach beneficiaries\u2019 hand. In the circumstance where appropriation cannot be released on time, reasons and remedial measures need to be forwarded. Therefore, the government is recommended to form an individual education supervision committee to consolidate the inspection of education operation to evince good implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RM900 million was appropriated for the purpose of school maintenance to national primary school as well as vernacular Chinese and Tamil schools among others in Budget 2023. This June, the Prime Minister cum Minister of Finance Anmar bin Ibrahim had pronounced RM1.4 billion for the same purpose. Indeed, the MOE had in July announced all schools nationwide would get a RM70,000 appropriation each for the purpose of washroom maintenance and promotion. Yet in its September statement, the MOE amended the announcement by stating that the appropriation was merely for national schools. This scenario again disclosed government-aided schools were neglected. We would therefore ask, did this washroom maintenance and promotion appropriation come from the RM55.2 billion released by Budget 2023, or elsewhere? Since the current condition of all washrooms around the country varies, is it compulsory for all schools to make use of this appropriation?
