class=\"wp-block-paragraph\">\u6b64\u5916\uff0c\u6211\u56fd\u5df2\u57282021\u5e74\u4fee\u6cd5\uff0c\u5e74\u6ee118\u5c81\u8005\u5373\u53ef\u5b9e\u884c\u516c\u6c11\u6743\u5229\u53c2\u4e0e\u6295\u7968\u3002\u6559\u80b2\u90e8\u4e8e2019\u5df2\u5728\u4e2d\u5c0f\u5b66\u7684\u56fd\u6587\u3001\u82f1\u6587\u3001\u9053\u5fb7\u4e0e\u5386\u53f2\u8bfe\u7a0b\u91cc\uff0c\u878d\u5165\u516c\u6c11\u6559\u80b2\u5185\u5bb9\u3002\u6709\u9274\u4e8e\u6b64\uff0c\u7528\u5f00\u653e\u5fc3\u6001\u548c\u72ec\u7acb\u601d\u8003\uff0c\u6765\u7406\u89e3\u516c\u6c11\u6743\u76ca\u4e0e\u56fd\u5bb6\u4f53\u5236\uff0c\u770b\u5f85\u5305\u62ec\u5df4\u4ee5\u95ee\u9898\u5728\u5185\u7684\u5404\u79cd\u56fd\u5185\u5916\u8bae\u9898\uff0c\u7406\u5e94\u662f\u5b66\u6821\u6559\u80b2\u5fc5\u987b\u52c9\u529b\u800c\u4e3a\u3002<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u6709\u9274\u4e8e\u6b64\uff0c\u6211\u4eec\u547c\u5401\u6559\u80b2\u90e8\u52a1\u5fc5\u8046\u542c\u516c\u6c11\u793e\u4f1a\u7684\u610f\u89c1\uff0c\u8981\u4ee5\u6709\u7ec4\u7ec7\u3001\u6709\u8ba1\u5212\u3001\u6709\u6b65\u9aa4\u7684\u5ba1\u614e\u6001\u5ea6\uff0c\u5468\u8be6\u89c4\u5212\u51fa\u5468\u5ef6\u3001\u524d\u77bb\u4e14\u53ef\u884c\u7684\u6d3b\u52a8\u5185\u5bb9\uff0c\u85c9\u6b64\u7a81\u51fa\u5ba3\u4f20\u53cd\u6218\u4e0e\u548c\u5e73\u7406\u5ff5\u3002<\/p>\n\n\n\n<hr 2023<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Arahan KPM Terlalu Tergesa-gesa dan Tiada Perancangan Rapi<\/strong><br><strong>Aktiviti Solidariti Hendaklah Menonjolkan Keamanan dan Anti Perang<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Baru-baru ini, Kementerian Pendidikan Malaysia (KPM) mengarahkan semua institusi pendidikan bawah KPM melaksanakan Minggu Solidariti Palestin yang bermula pada 29 Oktober hingga 3 November 2023 bagi menyahut pendirian kerajaan untuk mempertahankan hak dan kebebasan rakyat Palestin dan menyokong nilai kemanusiaan yang mementingkan kedamaian dan keamanan sejagat. Persekutuan Persatuan-Persatuan Lembaga Pengurus Sekolah Cina Malaysia (Dong Zong) dan Gabungan Persatuan Guru-Guru Sekolah Cina Malaysia (Jiao Zong) berpendapat tema aktiviti tersebut harus diubah kepada \u201cMembantah Peperangan, Memelihara Keamanan\u201d yang mencerminkan nilai-nilai sejagat manakala kandungannya berfokus kepada isu Palestin-Israel, memupuk sikap toleransi bersama, saling menghormati dan menyelesaikan pertikaian secara aman. Ini akan dapat meredakan kontroversi yang ditimbulkan oleh pelaksanaan yang tergesa-gesa dan selaras dengan tujuan pihak berkuasa melancarkan aktiviti tersebut.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pada 21 Oktober ini, KPM mengarahkan setiap jabatan pendidikan negeri menggerakkan Minggu Solidariti Palestin. Seterusnya, pada 26 Oktober pula KPM mengeluarkan kenyataan media untuk mengulangi tujuan aktiviti tersebut supaya dapat memberi pencerahan kepada murid-murid tentang konflik antarabangsa dan krisis kemanusiaan. Kami ingin mengingatkan bahawa keamanan dan kebebasan merupakan nilai-nilai sejagat dalam tamadun manusia manakala menghormati nyawa, memelihara hak asasi manusia, menjaga golongan yang kurang bernasib baik dan menegakkan keadilan merupakan konsep dan nilai yang terkandung dalam Matlamat Pembangunan Lestari (Sustainable Development Goals, SDGs) Pertubuhan Bangsa-Bangsa Bersatu. Pemupukan konsep dan nilai tersebut hendaklah dimulakan dari peringkat pendidikan asas. Ia boleh dilakukan melalui perancangan kurikulum, penyediaan guru dan rekabentuk sistem untuk mengintegrasikan isu-isu berkaitan ke dalam pengajaran dan pembelajaran dan ini tidak dapat direalisasikan semalaman sahaja.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jelasnya, KPM masih belum belajar daripada kesilapan yang berulang kali berlaku sebelum ini dan sekali lagi mengabaikan fakta-fakta kewujudan pelbagai jenis sekolah dalam ekologi sistem pendidikan negara kita dengan mengeluarkan surat arahan secara tergesa-gesa tanpa memberi penerangan yang jelas. Maka tidak hairanlah Minggu Solidariti Palestin menimbulakan kontraversi. Pelaksanaan yang tergesa-gesa itu menunjukkan berlakunya pemikiran yang tidak teliti dan kekurangan persediaan untuk membuat perancangan yang menyeluruh. Selain itu, Minggu Solidariti Palestin melibatkan sekolah, Kolej Vokasional, Kolej Matrikulasi dan Institut Pendidikan Guru seluruh negara, dan para murid\/pelajar mereka berbeza dari segi umur dan tahap pemikiran. Adakah murid-murid kelas prasekolah turut terlibat? Adakah kandungan dan tema aktiviti sama sahaja untuk semua murid\/pelajar? Bagaimanakah mengelakkan pelaksanaan yang menyeleweng? Selain itu, aktiviti itu hanya dihadkan kepada semua peringkat institusi pendidikan di bawah bidang kuasa KPM. Jika ia adalah aktiviti yang berniat baik, mengapakah ia tidak diperluaskan ke kolej dan universiti di bawah bidang kuasa Kementerian Pendidikan Tinggi?<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perang Dingin sudah berakhir tetapi punca akar umbirnya masih belum selesai. Negara-negara yang berlainan sering mengutamakan kepentingan sendiri yang berbeza-beza dan ini menyebabkan konflik bersenjata antarabangsa tidak berhenti. Dalam 20 hingga 30 tahun yang lalu, tidak kira Perang Teluk Persia, Perang Kosovo, Perang Afghanistan, Perang Iraq ataupun Perang Rusia-Ukraine yang masih belum berhenti, Kementerian Pendidikan Malaysia tidak pernah mengarahkan promosi mesej anti perang yang seumpama itu di institusi-institusi pendidikan. Sekiranya kerajaan kita berhasrat untuk mempromosikan pendidikan anti perang dalam jangka panjang, ia hendaklah mempunyai rancangan jangka panjang dan kemudahan sokongan yang sepadan untuk mempromosikan konsep dan nilai sejagat seperti hak asasi manusia, keamanan dan kedaulatan undang-undang di semua peringkat institusi pendidikan, dan meminda Akta Universiti dan Kolej Universiti. Dengan cara ini, kita dapat membuka minda para murid\/pelajar tentang hal ehwal antarabangsa dan melihat konflik Palestin-Israel dan nasib orang Rohingya di Myanmar dari perspektif hak asasi manusia dan kemanusiaan supaya dapat memupuk lebih ramai anak muda yang prihatin dan boleh bersuara dalam perkara tersebut.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selain itu, negara kita telah meminda undang-undang pada tahun 2021 untuk membolehkan rakyat yang berusia 18 tahun melaksanakan hak sivil untuk mengundi. Pada tahun 2019, KPM mengintegrasikan kandungan pendidikan sivil ke dalam kurikulum Bahasa Melayu, Bahasa Inggeris, Pendidikan Moral dan Sejarah. Sehubungan itu, pendidikan di sekolah hendaklah berusaha menggunakan minda terbuka dan pemikiran yang merdeka dalam melihat dan memahami hak rakyat, sistem negara dan pelbagai isu dalam dan luar negara, termasuk isu Palestin-Israel.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Oleh itu, kami menyeru KPM mendengar pendapat masyarakat sivil dan mengguna pendekatan yang tersusun, terancang dan berlangkah demi langkah untuk merancang dengan teliti kandungan aktiviti yang menyeluruh, berpandangan jauh dan boleh dilaksanakan agar dapat mempromosi keamanan dan anti perang.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Joint Statement Released by Dong Zong and Jiao Zong<\/strong><br><strong>October 27, 2023<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>\"The Ministry of Education's directive is hasty and lacks comprehensive planning\"<\/strong><br><strong>Support activities should emphasize peace and anti-war<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Education recently ordered its subordinate schools to hold \"Solidarity with Palestine Week\" (Minggu Solidariti Palestin) from 29 October to 3 November this year, declaring that this is to defend the rights of the Palestinian people and reflect the government's humanitarian stance in support of global peace and stability. Dong Jiao Zong believes that the slogan of the above activities should be changed to \"oppose war, maintain peace\" universal values, with a focus on the Palestinian issue, advocating mutual tolerance, mutual respect, and peaceful resolution of conflicts; this will help alleviate the controversy generated by the hasty implementation of the current activities and also align with the purpose of launching this activity by the authorities.<br><br>The Ministry of Education had earlier instructed state education offices on 21 October to organize activities in support of Palestine, and then on 26October sent a letter to reiterate the purpose of the activities, emphasizing the need for students to understand international conflicts and humanitarian crises. We must remind that peace and freedom as universal values of human civilization, as well as the advocacy of respecting life, safeguarding human rights, caring for the disadvantaged, upholding justice, and even the United Nations Sustainable Development Goals (SDGs), must start with basic education, gradually integrating relevant issues into teaching through curriculum planning, teacher allocation, and institutional design.<br><br>It is evident that the Ministry of Education has not learned from past mistakes and has repeatedly overlooked the diverse ecosystem of our country's education system. The hurried promotion of \"Solidarity with Palestine Week\" has unsurprisingly sparked controversy, further highlighting the inadequacy of the preparation and lack of comprehensive planning. In addition, different levels of schools are involved, such as primary schools, secondary schools, technical colleges, and pre-university colleges, and teacher training colleges, with students of different ages and intellectual abilities. Does this include preschool classes in primary schools? Will the content and themes of the activities be applied uniformly without any difference? How can implementation deviations be avoided? Moreover, this is only limited to schools under the Ministry of Education's jurisdiction. If this is intended as a goodwill activity, why has it not been extended to higher education institutions under the Ministry of Higher Education? This only proves that these two education ministries have not coordinated, and their policies are not synchronized.
